    Prior to joining the firm, Joseph was the Executive Vice President of Government Affairs with Trump Entertainment Resorts, Inc. In this position, his responsibilities focused on state and local government legislation, Governor Initiatives, agency regulations, public policy and development efforts in other jurisdictions. He represented the company before gaming regulatory agencies on licensing and other approvals, regulation and policy changes, complaints and investigations.

    In 1977 Joseph was appointed as one of the first two employees of the then newly-created New Jersey Casino Control Commission to the position of Special Counsel/Director of its license division. He and the 98 member staff were responsible for processing 15 casino, 55,000 employee and 1,000 service industry license applications and licensing six casinos, 36,000 employees and 250 service industries.

    At the NJ Casino Control Commission, he was personally responsible for drafting many regulations, forms and legislative amendments; for supervising approval of physical facilities of the casino hotels; and for analyzing the corporate and financial structure of casino license applicants.

    Joseph previously served as an assistant prosecutor for seven years in Essex County, the largest of the 21 New Jersey county prosecutor's offices, and as Atlantic County Prosecutor.

    In addition to his practice, Joseph was appointed by the governor to serve as a casino industry board member on the New Jersey Casino Reinvestment Development Authority during 2002-2003. He has been a member of the Richard Stockton College of New Jersey Foundation board of directors since 1983. He is also a member of the Atlantic City Historic Organ Restoration Committee which works to promote the organs in Atlantic City Boardwalk Hall and broaden community interest in them, encourage on-going maintenance of the instruments and assist fund-raising efforts for preservation.

    Joseph received his Bachelor of Science degree from Villanova University. He received his Juris Doctor from Fordham University and was admitted to the bar in 1969.
