is this legal?

While they wouldn't be true wolves thanks to all of the doinking around with their genetic traits through selective breeding, you will find that they become more wolf-like over time. In both form and appearance.

how can I write a great cover letter?

Go to the court clerk and get a certified copy of the recorded judgment 'for your files'. Send a dispute stating that there is no judgment with that court and that creditor/collector for that amount (since it was paid then you would be stating the truth) and request that it be removed.

lol

Instead of just saying no it's not, try defending your position. What part of the US Constitution allows congress to put such a system in place?.
