This is going to be a very long answer.. . 1. Geographical Distribution of Power. There are (broadly speaking) three geographical layers of power in the UK: national government, which has its centre in London, at Westminster, local government in the form of local authorities and associated local branches of government services - the police, local education authorities, local NHS trusts - and devolved governments in Wales, Scotland and Northern Ireland.. The national government in Westminster has the majority of the power, and contains both the principle executive and legislative branches (in that Parliament is a part of the Westminister power structure rather than other levels of government). The legal principle of Parliamentary Supremacy means that Parliament can make or unmake any law, and therefore in theory can overrule decisions made in the other layers of government. However, constitutional convention, political expediency and the power of judicial interpretation prevent any parliament from actually doing so. In most cases using parliamentary supremacy in an extreme way would merely precipitate a constitutional crisis, likely to involve the dissolution of parliament and new elections.. Local authorities are generally underfunded. There is a low turnout in local elections. They are principally responsible for local services such as rubbish collection, and the largest item in their budget is usually funding of the police. Local Authority funding is provided in part by central government and the remainder by local taxation of buisnesses and "council tax" based on the value of real property owned.. . The devolved governments have limited legislative and executive power. They are elected within the area of devolution and can only make law on certain matters within that area, for example, on education.. . 2. Relationship between Legislature and the Executive. There is a partial fusion of Legislature and Executive in the UK. The head of the executive (the prime minister) is chosen nominally by the Queen, but is, by convention, the leader of the largest party in the House of Commons. The Prime Minister chooses Ministers to form a government with him. All of these ministers are members of the Lords or the Commons, so the entire political element of the executive are also members of the legislature.
