Yes, you can use templates.. . In my opinion your prices should be based on how long it takes you to do the job and your hourly billing rate. Since customers are notorious for changing their minds -- after you have completed the work -- make sure they know that any changes from the original specs are going to cost them additional money.. . You might come up with some estimating techniques based on how long it takes you to build and test a form, to build and test a database table, to build and test a CGI program and so on.. .
