Being executor of the estate has NOTHING to do with funeral arraignments. Your brother has EVERY right to contract with the funeral service. He just doesn't have the right to use your mum's money to pay for it, but that is between you, as the executor, and the bank. The funeral service doesn't know, or necessarily care where the money comes from.. . You need an attorney to slap your brother upside the head, figuratively if not literally.
