how do you go about forgiving yourself from the bad things you have done in the past?.

We have recently taken in my 16 month old Great niece who has a social security number, yet for some odd reason her mother says she doesn't have her card. Heres the problem. With us only having Power of Attorney and not full custody, we can't get her social security card. Her mother before taking off says she tried but they wouldn't let her get it cause she didn't have custody. How can I get atleast her number without having to track down her mother and go through so much drama. This is all so my great niece who by February will be my daughter can have health insurance through my husbands work. Any ideas? I've talked to SS. Administration in Illinois and Colorado.. I guess you can consider that we have custody. But only because of POA. We don't want the SS. Card for tax reasons, we need it for Health insurance. Should I go ahead and call an attorney even though we can't file for adoption for a total of 6 months? This is because she has to live in the State of Illinois to become a resident first..
