Publishers purchase the "rights" to publish the book, and those rights will eventually return to the author after a specified time outlined in the publishing contract or whenever the book goes out of print, which seems the case here. If you want to try to purchase the copyright then you need to contact the author. If the author is deceased then you need to contact the author's estate. It's most likely they're going to say No, so you need a contingency plan. Who oversees these? Do they have regulations federal, state or otherwise? What's the penalty for lying to clients and otherwise mismanaging the account?. Can they be sued for telling you can spend it on basically anything other than room and board....then when they have your signature, deny most of what you need to get?. Is it not a conflict of interest to have someone's money under their control, have the ability to deny disbursement requests because the more you spend the less monies in the trust for future monthly service fees. So the more things they deny the more money they get eventually......
