Should you write a cover letter for a temporary job application?

Next tuesday my dad and are going across the border (going into the US from Canada) to go skiing at Holiday Valley, and my dad said if i like i could invite a friend so I did. Both my dad and i have passports but my friend who is 13 does not. She does have her birth certificate which is all she really needs by law right now. Do you think we will have any problems crossing the border because she doesn't have a passport and her parents arn't with her? Is there any other forms of identification she should bring? Should we get a note from her parnets syaing she is aloud to be crossing with us?. Any info would be really appreciated. . Thanx. We will be coming back the same day,. Does it have to be a notarized letter or can it just be a normal written letter signed by the parents?.
