• Harvey M. Alper received his Juris Doctor degree in 1971 from the University of Florida, after earning his bachelor's degree in journalism and with honors from the University of Florida in 1968. He is an AV rated attorney. His 38 year practice emphasis is in civil litigation and representation of private clients. Mr. Alper has a special concentration in administrative law, governmental law and related matters.

  Mr. Alper is licensed to practice law in Florida and the District of Columbia, as well as before the United States Tax Court, the United States District Court for the Middle District of Florida and the 5th and 11th Federal Circuit Courts of Appeal. He is also licensed by, has personally appeared before and successfully presented argument to the Supreme Court of the United States in the case of Webb's Fabulous Pharmacies v. Beckwith, 101 S.Ct 446 (1980). Mr. Alper has successfully argued appeals and presented cases at all levels of the State and Federal systems, as well as in the administrative arena.

  In 1971 and 1972, Mr. Alper served as Assistant General Counsel to the City of Jacksonville, Florida. Since that time, he has been continuously engaged in the active practice of law in Altamonte Springs, Florida. During that period, Mr. Alper served as an Adjunct Professor of Business Law from 1982 to 1986 at Valencia Community College. He has served as an Adjunct Professor of Legal Studies at Seminole Community College since 2004. Mr. Alper is a member of the College's legal education advisory panel.

  Mr. Alper is the past President of the Seminole County Bar Association and the Attorney's Bar Association of Florida. He is a life member of the Florida Council of Bar Association Presidents, and has served on the Board of Directors of the Seminole County Bar Association Legal Aid Society. In 1983, he was awarded the Florida Bar's Pro Bono Service Award. Mr. Alper is a Florida Certified Mediator and Florida Qualified Arbitrator. From 1981 to 1986 he served as General Master to the Circuit Court in Seminole County, Florida. His professional memberships have included the Association of Trial Lawyers of America and the Inns of Court, Vollie Williams Inn.

  Mr. Alper is married with two children and three grandchildren. His wife is an administrative hearings officer for the State of Florida, his daughter a teacher in Orange County, Florida and his son a Ph.D. research fellow at St. Jude Children's Research Hospital in Memphis, Tennessee.

  Mr. Alper is listed in The Bar Register of Preeminent Lawyers. In May 2009 he was awarded the designation "Florida Master Naturalist" by the University of Florida's Institute of Food and Agricultural Sciences.
