it is actually better than the proposals under consideration.. . Health care prices are an economic issue. The only economic factor that has ever lowered a cost without creating shortages is end user price competition. The primary external factor that has the most proven track record of increasing prices without improving services is government.. . The fundamental problem with the pricing system in the US is the distance between the consumer and the price decision. As the distance between the consumer and provider has increased over the past 75 years, price increases have ballooned.. . Existing government programs and regulations are a primary driver of the price increases, not a freely functioning market as proponents of expanded government control would have you believe. For instance, WWII era wage controls are the reason why employers offer insurance to employees in the US. This just became the norm. There is no market reason for it, but the system has not adapted as needs have changed because government regulations grew to support the current system. Changing the tax code to allow individuals purchasing private plans the same deductions given to people obtaining insurance through their employer would go along way towards giving individuals the freedom to purchase a plan that suits their needs rather than paying for blanket coverage that they do not need.. . Additionally, individuals are not permitted to shop for policies across state lines in the US. If a company offers a better deal in Vermont and you live in Florida, you are unable to buy the plan in Vermont. Removing this restriction would help increase competition between insurance companies.. . Under employer provided plans and the government plans under consideration, coverage of procedures is paid by the consumer regardless of whether or not the consumer would ever be capable of getting the illness. Men pay for maternity coverage in case they get pregnant, women pay for prostate treatment in case they have prostate problems. Individual driven insurance would allow individuals to buy plans that reflect their needs and drive cost distributions that positively affect individual behavior.. . Malpractice insurance rates for physicians are a major contributor to the cost of health care in the US. The primary contributor to physician malpractice rates is law suits. Capping damages or forcing plaintiffs to pay when suits are deemed frivolous would lower the cost of malpractice insurance for doctors and health care in general. The current proposals do nothing to address this problem because the trial lawyers' lobby is a major contributor to the Democrats. Obama offered to put his Health & Human Services Secretary in charge of pilot programs testing tort reform. Are we supposed to ignore that she was a prominent tort lawyer?. . Americans want reform that gives the individual more control of their care, not a bureaucrat in an office building regardless of whether they work for a big insurance company or the government. Reforms that truly expand the power of the individual are not even being considered. Even "moderate" proposals on the table lean towards further removing the individual from the decisions that affect their health.. . Market based reforms would democratize care by reducing prices through competition between providers and insurers who would more directly deal with consumers. Shortages of service would be minimized as total quantity of care provided grew. Government based reforms will attempt to provide a fixed quantity of care while lowering costs without utilizing market mechanisms. As a result, qualitative, conditional rationing is the only tool left in the box to keep the total services provided less than or equal to the quantity of services budgeted at the beginning of the fiscal year. That means a group of bureaucrats in DC will eventually decide who will not receive treatment.
