can i change child's surname to step parent name without contact from bio parent,due to abuse,also no contact?

Parents are celebrating 40 year anniversary so I am planning a 5-day surprise trip to San Fran for them which is difficult to sort through since I have never been there! They are in their 60s and don't travel much so I'd like to have them in one centrally located nice hotel and set up day trips including napa (dinner train?), sonoma wine tour, alcatraz, city tour, spa maybe...there's so many choices online that I am overwhelmed and looking for suggestions from people familiar with the area. My mom isn't crazy about the idea of getting on a bus but I can't see my dad driving around a city like san fran either! (They are very suburan people but just have always talked about visiting the west coast.) I'm looking to keep the cost of hotel under 200ngt if possible and spend more on well planned activities so they aren't stressed. . Anyone have hotel suggestions? Tour/day trip suggestions? Due to that fact, these assets are no longer considered part of your estate and aren?t subject to estate taxes. As you likely imagine, an irrevocable trust is appropriate in only extremely rare circumstances, such as when you have more money than you or your spouse could ever use. Your beneficiaries would benefit at Uncle Sam?s expense if you utilized an irrevocable trust to reduce your taxable estate before your death.
