In case of personal documents like birth certificate, marriage certificate, affidavits powers of attorney etc, Home Department/General Administration Department are the designated authorities. In case of educational documents certificates/diplomas/degrees etc, State Governments have now opened Regional Authentication Centers (RACs) at various States from where the document should first be attested. Documents attested by these authorities then need to be presented to MEA for issue of Apostilles. Once these educational certificates & this affidavit regarding change of name are properly apostilled you can use them for your US visa purpose. This the latest legal position with regard to use of any personal or educational certificate for any foreign transaction including seeking visa on the basis of these documents. Once these documents are properly apostilled as told above there won?t be any objection with regard to their authentication from any foreign agency including US immigration department.
