A phone contract is a credit agreement - when you sign up you are agreeing to pay the monthly bill for the contract term. So if you lose your job, it doesn't matter as far as the network is concerned as you have already pre-agreed to pay the contract each month, its your responsibility to have the funds available.. . SSA cares about the correctness of the individual- name, date of birth, etc. Are you the same person as the one who got the SSAN ten years ago? That's what they care about. Sure, they will also verify that you have a right to earn money using that SSAN, but that's not their main function. On the other hand, CIS wants to make sure you have the legal right to be in the USA. If you had an SSAN ten years ago, they'll run a check to see if you were "in status" at the time you earned money with that SSAN. They might check to see if anyone has been earning money with that SSAN during the ten years you've been outside the USA. That could indicate that you have been living here illegally and working illegally. That might give them sufficient reason to deny you your spouse green card.
