    It is not a solid plan at all, it is actually half baked. It is especially bad if you are in a state / locality that has a high sales tax. I will try to explain it so you can figure some of it yourself. The 9% income tax is with practically no deductions or exemptions (not even mortgage interest and real estate taxes) so if you go get last years tax return calculate 9% of that, you would get the about the amount you owe for income tax. The part that is under the covers is that the national sales tax, also called a VAT tax is what is really going to hit you. How much was debated here so some of it is unclear but the part that you will see is that you would pay another 9% on everything you spend with no exclusions. This is in ADDITION to state sales tax (this is where Cain was trying to snowball everyone with his apples and oranges statement). You pay 9% on groceries, utility bills, fuel, school books and supplies and even buying a home. Basically if you pay for it, you are taxed on it. But here is what it doesn't say. If you buy something with many components, take a car. Every supplier that provides a part for that car would be taxed at 9% too. Who pays for that extra tax? You do when the car company increases the price of the car to cover the higher price of the parts (right now, components and goods for resale are not taxed, this would change). So not only would you have to pay tax on everything, the price of just about everything will rise because the suppliers are paying sales taxes too. The above part had a heated discussion in the debate but what I had described is how a VAT or national sales tax works in Europe and the 999 plan does not exclude it. . Now the last part, taxes for corporations is misleading and harder to determine. Some corporations might finally have to pay some tax, but not very many. The plan does not address the biggest tax dodge businesses are doing now, not bringing money made overseas into the US, so that those still have their tax haven. The average corporation is paying around 17% in taxes, so they are going to get a windfall. . When you look at this remember that this plan is still in addition to whatever your state and local taxes are. Also remember that if the fed moves a program to the states, it might look good on the federal budget but it will still have to be funded by the state and passed onto you as increased taxes (much of these you cannot just not fund, it will be programs that people want). . Now for the kicker, this plan as it stands, is short between 33-50% of what is in the budget today. This dependent on what which economists you are talking to, none of them say it is revenue neutral. So it really solves absolutely nothing and there is nothing to gain by passing it into law. . BTW, V is correct, I believe it was Sim City 3 and maybe others that had a 9 9 9 tax plan. z
