Before I send my resume? I guess I look at it as not wanting to waste their time interviewing me if the salary is not what I need. Thoughts?.

I have gone through all the paperwork to have my name legally changed recently however the maryland division of vital records has provided me with unique trouble. They say the only way they are "legally allowed" to change my birth certificate is to have me go to Baltimore in person. Now here's where my question comes in, for just abouit anyone living out of state this is incredibly unreasonable to expect I will get on a plane just to change 3 words on a piece of paper. Surely there is a workaround for this, i mean what if someone gets a name change in australia or something? Isn't this technically disobeying a court order?. Unfortunately it's not as simple as modifying my current birth certificate since the passport office I need it for would probably put me in jail for fraud and/or end up on some spooky federal red flag list >.<.
