He needs to be evaluated by the school for learning disabilities. The parents need to write the principal requesting that he be evaluated for learning disabilities under IDEA (individuals with Disabilities Act) which the school must do. The school should have asked to do this years ago. Obviously. it is expected that sixth graders can read. He can work until he drops dead from exhaustion. If he isn't being taught in the way that works for the way his brained is wired, he won't learn. Compose a letter for his parent to sign. There's lots of info online. Google for IDEA, learning disabilities, dyslexia.. . If he understands the material but simply cannot read it, I suspect a LD. As enjoyable as reading can be, it is, at heart, a tool -- a method to get info. There are other, equally effective ways (lectures, films, diagrams, models, performances, demonstrations) that can be forgotten, because reading is our first choice, the traditional one.. . If the parents refuse to request an evaluation, I suggest you write the school. The school has an affirmative duty (to act on their own initiative) to identify kids with learning disabilities. They can evaluate him even without parental permission. They appoint a surrogate (for the parent) to look out for the kid's education, and proceed.. . Bless you for rising to the occasion.
