  • Kristina M. Hector is Senior Counsel with Pannone Lopes Devereaux & West LLC and a member of the firm's Alternative Dispute Resolution and Special Masterships Teams. She is an experienced legal researcher and writer, and is highly skilled in the areas of corrections and rehabilitation policies and procedures, and prison monitoring for the State of California. She is a member of the PLDW Special Mastership in Prison Monitoring Team for the U.S. District Court, Eastern District of California, where the team leads the monitoring of the prison systems' reform compliance and progress. From 2006 to 2009, Ms. Hector worked as the Staff Attorney/Inmate Patient Relations Manager for California Prison Health Care Receivership, Office of the Receiver. She assumed the Receiver’s Office of Legal Affairs’ Staff Counsel position prior to her appointment as Senior Counsel at PLDW. In her position as Staff Counsel, Ms. Hector represented the Receiver in habeas corpus proceedings throughout the State of California. For seven years (2001-2008), Ms. Hector was Assistant to the Special Master for prison monitoring reform compliance at Pelican Bay State Prison in California. As a result of her legal and communications background, she is well-versed in intergovernmental affairs, legislative affairs and public policy development for public correctional facilities.

    Ms. Hector earned her J.D. from the University of California, Hastings College of the Law in San Francisco where she was a co-founder and articles editor of the Hastings Race and Poverty Law Journal. She also holds an undergraduate degree in political science from the University of California, Berkeley. She is admitted to practice law in the State of California and is a member of the State of California Bar Association.
