Starting in 2011 there will be a phase in reduction of the coverage gap for drugs, which will take over 10 years to completely eliminate. During this time those in the gap will receive a 50% discount from the pharmaceutical companies on "qualifying medications" as yet "to be determined". This will result in higher out of pocket costs during the initial coverage period. The pharmaceutical companies will also be forced to rebate to the Secretary of Health a percentage "to be determined" of the drug cost for qualifying drugs "to be determined" for those also on Medicaid. This will result in a higher drug cost for everyone else.. . Beginning in 2011 you will be subject to an advance care consultation at least every 5 years. This end of life counseling will consist of living wills, durable powers of attorney, advance life treatment directives, and hospice services as well as anything else "to be determined". This is redundant because this information is already provided by health care practitioners, financial planning councelors, and insurance agents and will result in an increase of costs. The Secretary will determine the quality measures to be adopted or endorsed and the person doing the counseling will report to the Secretary that those measures were followed.
