  On 9/6/2013 the Zuberi Law Firm attorney, Saqib A. Zuberi, Esq., testified against Stephen L. Siringoringo at his disciplinary hearing at the State Bar Court in Los Angeles, California. The testimony stated inter alia, that Stephen Siringoringo failed to comply with preliminary order issued by the State Bar Court on or about July 27, 2013 to return client files and refund fees.

It depends on whether you mean legally or illegally. I believe you can do a name change by deed pole (that's what the call it in New Zealand anyway). . I think you should ask yourself why you want to do it. I know a guy who has done it, but he is a very unsettled man.
