i was convicted of child endangerment 16 years ago. this crime was not on illinois health care registry until?

If there is evidence that a serious felony has been committed and a victim and a suspect have been identified, and our laws state that they must go before a Grand Jury to see if their is enough evidence to take the suspect to trial, where does the Attorney General and his officer's get the power to circumvent this process and not take the case to the Grand Jury because they "do not feel" it merits prosecution? And what are the guidelines for their decision that it does not merit prosecution? Are not enough notoriety, or political expedience acceptable reasons? Are they allowed to do the Grand Jury's job, or is the system set up so the District Attorney's office gets to decide what is worthy of a Grand Jury? And if that is the case, why do we need a grand jury?. I was not asking as a victim. I was asking because I was a police officer and I wanted to know pretty much what you just told me - that justice can be ignored or thwarted by the political whims of a district attorney. The core question is more to the point. Where do they get that power?. Please if you know, answer, tell me - I really do not know where they get this power when in the Constitution that power is specifically given to the Grand Jury. If you don't know and I don't know shouldn't we find out?.
