Hello,. . My dad is trying to submit a request to get a birth certificate in his home country. In order to get one, he's asked to submit a passport copy and authorization letter for his brother to represent his behalf. What's crucial is both docs need to be notified. Who can do this? If something should happen to him, knock on wood, and he has debt, am I responsible to pay it off?. . I'm in Canada.. He is lucid but his memory has been affected.
