It all depends upon the State you reside in.. .. Some States have constitutional bodies that first check out the validity of the proposed legislation (called Bill) like in Iran. .. In Australia they have nothing and then the political party in power pushes through their Bill regardless how unconstitutional and then people do not know better and it goes on for ever until a CONSTITUTIONALIST like my self takes on the government. Like I had a 5-year epic legal battle about not having to vote which I succeeded upon because as a CONSTITUTIONALIST I know the constitution better then lawyers who may never learned about the constitution.. .. In Australia the Attorney-Governor has to certify to the governor-General (representative of the Queen) that the Bill passed by both Houses of parliament is constitutionally valid, but the bloke (man) generally hasn?t got a clue what he is talking about.. .. In the Commonwealth of Australia the federal Parliament legislated in 1948 about ?citizenship? and ever since has done so and they call Australian nationality ?Australian citizenship? and every country accepts this just that the Federal Parliament specifically was refused this power to define/declare ?citizenship? so it all is unlawful.. .. the USA has its own system but ask yourself who really is knowing what legislation is constitutionally valid when the lawyers dealing with it may have law degrees but haven?t got a clue what is constitutionally valid?. .. So, in the end when someone really is fed up and fight for his constitutional rights then you find the court at times to declare a legislation unconstitutional and that means it was all along not a valid law.. .. what therefore needs to be done is that any law or any proposed amendment of a law should be placed before a constitutional committee that exist of constitutionalist and not some bunch of lawyer who may have law degrees but are dumb about constitutional matters.. .. For example in 1988 a Constitution committee held that they ?assumed? there was legislative powers.. Now that is like I assume your car now belongs to me, and claims it as my own!. .. Once you have sorted out the constitutional validity then you have to sort out what is going to be affected with any amendment you seek to put through. It might be that for the legislation you desire to change it may be suitable but then other legislations may exist that all refer to this legislation and so when you change one (called amendments) then in reality you might be changing a lot of different once in the process and that can give some terrible consequences down the line.. .. Lets try to use an example.. A legislation stipulates that there must be a toilet in entertainment facilities. Subsequently other legislation is passed upon this and dictate that as per that legislation toilet facilities must be provided.. . Next, some time later there is an amendment that all toilets must be dual one for men and one for women.. Now it turns out that the camping ground relying on the old legislation now suddenly has that all toilets must be done for men and one for women. Now this might be all right for ordinary toilets but then it may apply to all caravans and porta loos and before you know it all caravans need to be fitted out with two toilets because some silly person had something amended without realising how it would affect other legislative provisions.. .. Before you know it every house must have separate toilets and even if there is only an old couple residing together they have to get some renovations done because they now have to have separate toilets.. .. I have given you a simple example but in the real world this can be far more disastrous, pending what the legislation is about.. .. When we have all this out of the way then the bickering to get it though parliament is another thing, as while the legislation may be one that is very sensible and the amendment may be needed to update it, you then may find that with a balance of members voting for and against it then the minor parties may try to sell their vote at all cost and agree to vote for it if the government caves in to demand that may be totally unreasonable. As such the minor parties are abusing their power not for the sake of the good of the country but to dictate the entire State.. .. by the time that the amendment might finally be carried it no longer might be needed or can in fact have an adverse affect then what it originally was proposed for. The minor parties nevertheless may have succeed to get their bot and the government party is left with a useless amendment that doesn?t need to go any further. . If the amendment still is needed then if there is a President he can sign it into law or a Queen she does or her legal representative does it on her behalf.. .. Again, because the system varies from State to State it is difficult to point to any particular system. ..

Babysitting?

About a month ago I had moved out of my condo and had someone else replace me in the lease. She agreed to pay back half of the rent that I paid (in full) for the month of July. So I had her sign a roommate agreement contract because I didn't quite trust just by "her word." Anyway I gave her until the 27th to pay me back however I just have a strange feeling I will be having some issues receiving the money. What can I do to make sure I get the money if she doesn't follow through?. Probably should add in that I was taken off the lease and she is now held responsible for the rest of the lease contract..
