how to i get my surname changed? what does it involve??.

The best way to count people is to actually count them all on one day. The best way to vote is for all voters to register at least a month early, then to show up at the polls on election day with actual verifiable identification documents. Painting the thumbs purple after they vote (Like Iraq) wouldn't be a bad idea either. Voting by mail, by absentee ballot, by temporary registration, by registering on election day, by provisional ballots, have all allowed verifiably fraudulent voting to take place. That does not mean that all provisional ballots, mail ballots, or absentee ballots are fraudulent, just that they make it easy for fraud to occur, all under the guise of "making sure everyone gets to vote and that every vote counts.. Bottom line, if a voter cannot identify him or herself, cannot register 30 days before an election, and cannot be bothered with showing up on election day (baring unforeseeable circumstances, not vacations), then that voter should miss his or her opportunity to vote and better luck next time. The number of people left out in those circumstances is small compared to the total number of eligible voters AND the fault is of the people themselves, not the "system".
