    Hello Travis,. . No. You can not "fight" a Letter of Counseling or Letter of Reprimand. These are non-punishments and designed to correct errant behavior and actions.. . You were careless in not keeping control over the tools in your possession. They could have ended up being really lost or stolen. And, you were responsible for their care and control.. . Any supervisor above you can give you such admonitions in the form of what you call: "Paperwork." You are lucky that the tools were recovered or you would have been made to reimburse the government for their loss. Tools cost money and your paycheck would be short when the debt to the government was finalized.. . I understand that you are sorry and made an apology for the missing tools. But, the key word is that you were responsible for the tools. All I can advise you to do is after you receive the letter that you may be given, you will acknowledge "receipt of it" and be given a copy. Your supervisor will keep the letter in his/her memo file to document your performance report should you continue to have control difficulties in the future.
