Who can make me a CSS template that will work on free webs?

I'm making a business plan/tamplet and if i do really good, i can win a scholorship.. how exactly do i do that? can you help me or give me some websites that can help me?.

For example, i have taken C++ I and C++ II. As you know, college does not really teach how to solve real-life applications. It only teaches how to understand the concepts. When i apply for job, do you think an employer would just accept my CV because i mentioned i took C++ courses + thier outlines blah blah. Employer need to see what real-life coding i have done! Thus, do you suggest i go ahead and start creating my own real-life project before applying for a job? If i just applied now and got accepted, i will have no real-work to show to the employer. Obviously an interviewer not interested in these short snippets given in assignments such as Palindrome, Reverse Words, etc..... . So Degree by itself won't help much without showing a real-life coding i have solved so far.. . Any suggestions?. My question in short, should i show my employer these short snippet of codes i have done such as reverse linked list, recursion, reverse words and so on?.
