Allied Interstate collection agency - another question?

I work for a non-profit company that provides supported employment services. I only have one client currently on Medicaid Waiver long term support that I have to bill for. I don't want to pay for software or a Smart Form if I can get one for free. Can anyone make a suggestion? THANKS!.

I tried searching, but the only results that came out required me to either use paypal, or pay someone, or register for something, or download something. Any other alternative?. (I might try downloading something if I need to).

Those templates look like they are a set of HTML, CSS and graphics files.. . So you would probably start a new page on your website by copying one of those files and saving it as your new page.. . Then you'd edit the new page -- which is an exact copy of the template -- with your own content.. . Dreamweaver would probably help if you don't know HTML.. . Adobe Contribute might be another option.. . The key is to only change the content and not the HTML and other structures in the page.. . So any tool that helps you differentiate the template and the content would probably be useful to you.
