Why will banks accept Lasting Power of Attorney but not General Power of Attorney?

I'm gonna audition to be on Hannah Montana or on Welcome to Molly world....obviously haven't decided yet but both of the shows say that i need to require a head shot and a resume and a breif cover letter..and i was wondering what is a cover letter and what should i put on it??. i have no exsperience and i don't have a agent or whatever...but the show says i can audition with out a agent or exspirence, just as long as they like my head shot or look.

Is it only people who are not accepted for private health insurance that get the government health care from the recent health care bill? . I'm confused because as of yesterday, I am paying 20 dollars more for health insurance than I was before this bill! =-(
