You do have to do the ESTA form online - it only takes a few minutes and is very simple. My advice though would be to print it out and bring it on the plane with you. Even though this is supposed to replace filling in the green card on the plane, when I went in April we still had to fill out those cards anyway and having the form with me meant I had all the details to hand.
