Eric, what you are describing are 5 different jobs (actually there are 6) with different educational requirements and different licensing procedures. If one guy did all 6 jobs, he technically could only spend about 20% in each field. The end result is that he would probably be mediocre or worse only in all six of those professions. Considering today's continuing education requirement to stay licensed, he would have to spend 10-15% of his time attending seminars and classes to renew his licensed status. It is not that unusual that you combine 2 of these jobs. Also I have never seen a city/regional/urban planner combined with anything else. There are firms that engage in-house professionals in all these fields, but I have found that their "turn-key" jobs were more expensive than engaging the individual professionals directly. Great idea, but simply not practical.
