A heath proxy is simply the person who would make all your health decisions if you are unconscious. For example let's say you got into a car accident and are in a coma. That person can decide to keep you alive or to pull the plug and let you die (if the doctors are giving an option). And that person can decide to donate your organs to others or not, if you are brain dead in the hospital.. . That's really all the person does. NO they do not get your medical bills if you die. And they can't do anything else but decide your health care if you are unconscious. Discuss your beliefs and wishes with this person immediately if you are say against organ donation. Because they will be the one who can decide something like that if you are brain dead.

I assume you already have your daughter enrolled in EFMP. . Commanders having general court martial convening authority (GCMCA) authority have been delegated the authority to disapprove compassionate requests when they clearly do not meet the prerequisites. Approval authority for compassionate reassignment rests with PERSCOM (Army Personnel Command).

It's for a story, so please don't' tell me to check with a lawyer.
