I'm filling out a power of attorney and not sure what to put in the Capacity portion. Can someone tell me what the capacity means? :).

I know how to evaluate this claim if the claimant were just a regular person. My concern is if we cannot settle this case, we will have go to court and have a jury decide how much we have to pay.

The plan is on hold, pending public approval. One of the largest barriers to an expansion of nuclear energy is the issue of site licenses. The existing licenses are being maintained. New licenses at new sites are improbable. Local politicians are promoting an expansion of power reactors and have bought up all the land hoping to cash in on real estate when more people are hired to run the plant. The power would be exported to the US. We already have a surplus of hydro power for export to the US which is much cleaner. I do not favor an expansion of nuclear energy in Canada to supply the US market, but I would not object to an expansion for domestic consumption. If the US wants nuclear power, they can build their own reactors and deal with nuclear waste on their own soil.. Another issue that is rarely mentioned is that the nuclear industry in North America lost most of its talent following the 3 mile island event. Most of the nuclear physicists have either retired or moved to nuclear medicine (which incidentally is more lucrative that nuclear energy). During the Manhattan Project, nuclear physicists were paid 50X an average industrial wage. Now they are lucky to get 2X. Not a very good return for the IQ and education required. There simply are not enough physicists with the requisite expertise available for the nuclear industry to expand much in either Canada or the US. It will take at least a decade to train a new generation of nuclear physicists. Take a look at the enrollment figures for graduate programs in physics in North America. I just won't happen. Al Queda probably has more people studying nuclear physics. I could work on nuclear power (my PhD includes neutron physics), but I am doing well enough in bio spectroscopy (another big research grant win today) that the nuclear energy option is not attractive. My colleges on the nuclear side spend 90% of their time dealing with safety regulations. I admire their patience, but that bureaucratic hairball is not my style.
