Legal name change...complications?

ok so i want to change my last name the reason for this is because i have a last name that dont belong to me...in my opnion my mom made a stupid choice when i was born by giving me the last name of her ex boyfriend that i dont even know, thats not my father, i dont know anybody in that family so i dont want to carry on this name what so ever. i am 19 years old so im guessing im at legal age to change my name as a adult, i looked up online how to do this but it seems really complicated and not very clear to me, can anybody tell me the steps i got to do and how much it costs?.

and possibly they will only accept a French account's details (eg. those of a 'French' friend).

I plan on getting a name change soon, considering I can't stand my first name. Anyway, to the point. What exactly is the law for it? I mean, can you change any part of your name ... just the last name? Or? I've been researching information, and found the form, but no actual useful info..
