• Teno A. West is a Partner with Pannone Lopes Devereaux & West LLC and leads the firm's Municipal Infrastructure Team. His practice focuses primarily on representing municipal governments in the areas of public contracts, water law, solid waste management, municipal law, public finance, procurement law, administrative law and construction law. He is a nationally recognized expert in the areas of his practice and is a leader in the field of alternative delivery approaches, including design-build, design-build-operate, concessions and other forms of public-private partnerships. Mr. West has also taken the lead in drafting legislation required for the undertaking of such alternative procurements.

  Mr. West has served as the lead negotiator for the development of several cutting-edge environmental and civic municipal infrastructure projects throughout the United States. His practice includes counseling his clients with respect to environmental infrastructure projects including water, wastewater, combined sewer overflow, solid waste, co-composting, materials recovery, and conversion technology and waste-to-energy projects. Additionally, Mr. West has special experience in the development of urban renewal and municipal construction projects representing municipalities and public improvement corporations in the procurement, construction, operation, and financing of a variety of civic projects, including sports stadiums, municipal buildings, and educational facilitates.

  Mr. West has extensive experience in representing government agencies, municipalities, and counties in the public procurement process and is a frequent lecturer on this and related subjects. His experience as a lawyer was preceded by a unique opportunity to serve as the Town Manager of Hardwick, Vermont and Town Administrator of Carlisle, Massachusetts. In his capacity as a municipal manager, he also served on regional solid waste district governing boards in both states.

  Mr. West has a J.D. from New England School of Law, earned a Master of Public Administration from the University of Vermont, and attained his undergraduate degree from St. Michael's College. While attending New England School of Law, Mr. West was Lead Articles Editor of the New England Law Review. He is admitted to practice law in New Jersey and New York.

Should I do my own LLC paperwork?

Be sure you have a line and not a bunch of unrelated pieces. Most boutiques like three complete outfits and one dress, it makes it easy for them to merchandise and hang the garments. Too few pieces makes it difficult to merchandise the line. Presentation is very important to boutiques, give them the opportunity to properly present your line.. . You should also make a few out of town sales trips, again armed with a brochure, a business card, perhaps a cover letter/resume and take a few sample garments with you. Be courteous, professional, be on time, and leave a good impression. Market yourself as well as your line and be confident, but don't be an arrogant diva. And don't get discouraged, it takes time. Once you are in one store others soon follow as competition is fierce and boutiques do like the newest and the best designers.
