  • Kobie is, first and foremost, a trial lawyer, with over a decade of courtroom experience. He specializes in representing individuals and businesses in complex criminal and civil matters. His first-chair trial experience in building cases for the government as a federal prosecutor and in fighting the government's efforts as an assistant federal public defender (AFPD) provides him with an uncommon insight into trial practice. In both roles, Kobie was trained in, and required to maintain, the highest standards of trial advocacy. He brings that tradition of excellence to the private practice of law.

    As a member of the highly competitive Attorney General's Honors Program, he was a civil rights prosecutor at the United States Department of Justice for over four years. There, he conducted complex grand jury investigations involving fraud, false statements, obstruction of justice and perjury charges as aspects of enforcing federal criminal civil rights statutes. While at the Department, he specialized in the prosecution of police brutality cases, which are some of the most difficult cases to prosecute successfully in the criminal justice system. Kobie was one of the prosecutors that successfully tried the largest prosecution of federal correctional officers in the history of the Civil Rights Division. For that particular effort, he earned the Civil Rights Division's Special Commendation for Outstanding Service. Kobie never lost a case as a federal prosecutor.

    After his tenure as a federal prosecutor, Kobie sought out the challenge of defending against federal prosecutions as an AFPD in Baltimore, Maryland. As an AFPD, Kobie successfully represented clients charged with federal felonies, including fraud, false statements, obstruction of justice, bribery, tax and perjury charges. Kobie won two-thirds of the cases he defended at trial. When trial was not in the client's best interest, Kobie routinely navigated adeptly through the demands of the government, and obtained numerous, favorable, pre-verdict outcomes for his clients, including dismissals of cases.

    Following his government service, Kobie entered private practice and focused on complex commercial litigation. As a lawyer at a large international law firm, he assisted corporate clients with investigations involving the False Claims Act, the Foreign Corrupt Practices Act, and federal securities laws. He also has experience in mass toxic tort litigation from being a lawyer at?a leading plaintiff’s firm.

    Kobie has litigated cases in federal and state courts throughout the United States and internationally in the military commissions in Guantanamo Bay, Cuba as a criminal defense lawyer.

    He is a 1994 Honors graduate of Stanford University and a 2000 Dean's List graduate of Georgetown Law. He is a member of the bars of the District of Columbia, Maryland and New Jersey. He is admitted to practice before various federal and state courts around the country.

    Before starting his legal career, Kobie served in the United States Peace Corps as a volunteer in Cote d'Ivoire from 1995 to 1997.

I have read and am in the process of studying the house bill. Although I don't have 2 lawyers to help me read it as some in Congress need I have gleaned some information from the bill. Here are some highlights.. . The biggest problem with the bill is that it leaves many details "to be determined" and worked out by the Secretary of Health, so even when it is passed we won't know the extent of the bill for some time.. . Payments to doctors and hospitals will be reduced in many cases and will be increased for "quality care". One such reduction will be in hospital readmissions. If you get out of the hospital and have to go back in during the benefit period, even if it is for something else, the payment to the hospital will be reduced by an amount "to be determined". The doctor will also face penalties "to be determined". This will result in longer hospital stays and overcrowding. Also, the public option for those under 65, starting in 2013 when that plan will go into effect, will use Medicare approved doctors as the network which will result in an increase of patient workload for those doctors. This will result in more doctors closing their practice to new patients.. . Starting in 2011 payments to Medicare Advantage plans will be reduced and will be reduced further through 2013. This will result in higher premiums, higher co-pays, and reduced or eliminated extra benefits that these plans have. The Advantage plans will receive a bonus for being a "high quality" or an "improved quality" plan. The requirements to being a high quality plan are mostly out of the hands of the plan, such as hospital readmissions, mortality rates, and other measures "to be determined".
