• David Heffernan's practice spans all facets of aviation law. His clients include major US and foreign airlines and their trade associations, aircraft, engine and other equipment manufacturers, air travel distribution companies, and other aviation industry participants. Mr. Heffernan has also represented clients before various government agencies, including the US Department of Transportation (DOT), the Federal Aviation Administration (FAA) and the Department of Homeland Security, including the Transportation Security Administration (TSA). He serves as chair of the firm's Aviation Practice.

  Mr. Heffernan has assisted clients in obtaining economic authority, code-share authority, international frequencies and routes and antitrust immunity. He also has advised clients on US laws, regulations, legislation and DOT/FAA/TSA policies with respect to such issues as mergers, acquisitions, airline alliances and joint ventures, computer reservations systems and air travel distribution regulation, licensing and certification (including FAA certification of aircraft and equipment), taxes and fees, airport slots, rates and charges, advertising and consumer enforcement policies, aviation safety and security and competition policy.

  Mr. Heffernan has advised clients on the sale, lease and financing of aircraft, engines and other aviation assets, including large commercial and private corporate aircraft. He also has advised clients on aviation regulatory aspects of aircraft/equipment transactions, mergers, acquisitions and other corporate transactions involving the purchase and sale of aviation companies and assets, as well as aircraft management, charter and fractional ownership agreements. These clients include not only aviation companies, but also large corporations, banks, private equity and other investors. Mr. Heffernan has also advised clients involved in the aircraft maintenance, repair and overhaul (MRO) business for both large commercial and private corporate aircraft. This work has included advice on M&A transactions and commercial agreements between MRO service suppliers and customers.

  Mr. Heffernan has advised US and foreign airlines and other aviation and aerospace companies on US export-import control and embargo matters, including licensing, enforcement and compliance issues and foreign ownership restrictions. He has assisted foreign companies in obtaining clearance by the US government inter-agency Committee on Foreign Investment in the US (CFIUS) of foreign investments in the US aviation, aerospace and defense industries.

  In addition to his aviation-focused practice, Mr. Heffernan has advised banking and financial-institution clients on a range of financial regulatory issues, including issues relating to the Mortgage Reform and Anti-Predatory Lending Act, Title XIV of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, Pub. L. No. 111-203, 124 Stat. 1376 (the "Dodd-Frank Act") and regulations of the Consumer Financial Protection Bureau. He also has advised clients regarding compliance with the Flood Disaster Protection Act and related legislation and multi-agency regulations.

It cannot be emphasised enough that this takes little time to write but often a long time to administer an Estate in the event of the death of a person..
