How do I help an elderly person when her relatives seem to be trying to kill her for money???

Okay long story short: ex quit paying support...recently ex told court and brought in doctors excuse saying due to mental illness *bi-polar* he is unable to work. Days later I busted him working..took pictures. . I contacted child support agency..they told me to contact the Court Commissioner..Did so..sent them letter and the pictures of him working. . and now they sent me a letter today..and are talking about "ex parte" and saying i need to fill out a "pro se" form but doesnt say what this is or what one i need to fill out..and i have to file a proper pleading..and now..I am super confused.... I have tried to contact lawyers but they wont talk to me because its a senstive case or something of the sort... . Well I cannot sit here and let the SOB get away with lying to the court..not paying his support..or any medical bills..when hes the one that refuses to sign his rights over to my husband and myself! *he has nothing to do with my daughter either*. They did handle it. They let him off of paying child support for two months. He goes back in June and again they will let him off of paying for another 2 months. They will keep this cycle up as long as my ex can get a doctors note saying he cannot work. WHICH HE DOES!.
