Yes, just file Form 2210 along with your 1040. If you look at the flowchart on the front of Form 2210, your situation is one where Form 2210 should be filed and not just used as a worksheet. That is probably why they penalize you - they don't have the calculations from Form 2210 that show you don't owe a penalty since you didn't have income in the quarters that you didn't pay estimated taxes.
Under UPC, the line will require 1/4" of drop per foot on sewer line.. That means your sewer will drop 88" before it will hit the utility sewer that is 350ft. from your house.. . Make sure that utility sewer is deep enough to accept your sewer.. . In the proper installation, your plumber should put one two way cleanout near the house, then one direction combination, (combo) cleanout every 100 foot or less, and at the turns that are more than 60 degrees.. . Again, it's very important to make sure the city sewer is deep enough for you. If it's just 5 or 6 foot deep like most the sewers I've made taps in, you'lll need a lift station which is costly and a maintenance factor you don't really want to live with.. . Your local authorized inspector may pass 1/8" per ft. drop, which would work.. I ran 4" pipe at 1/8 per foot drop for years. Then they started requiring 1/4".
