Attention Experienced Real Estate Paralegals!!!?

I have been renting properties with many different agencies over the years so have experience but today on accepting a property which I am going to be moving into in October, I was shocked to be told at the very last minute after handing them about 1 and a half thousand pounds for rent and a deposit etc, that I have to pay them another ?20 a month for insurance, which I have never paid with any agency in my life. Also for every year I am there, I have to pay them an extra ?40 plus VAT, which they called an anniversary fee. I have never heard of, or had to pay this ever before either. When I queried the insurance, they said it was compulsory but I was just thinking - what if I already had my own home insurance and why , if it's compulsory have I never had to pay it with other very well known agencies? Also, surely, the longer I am there the better it would be for them, so why are they think they can charge me extra for this is beyond me. Are they just making there own rules up as they go along and has anybody else ever been charged like this?. Many thanks..

I haven't even traveled out of my state, but this summer I will be leaving abroad to Germany and will be staying with a friend. I am sixteen years old and am feeling a bit confused about the process to get this done.. . I've been recently told about needing a notary (whatever that is) and having to specify my reason for travel (pleasure, business, etc) and needing my parent(s) to attend a meeting with a notary to keep them completely informed about every minor detail?. . Up until a tiny bit ago, all I thought I needed was a passport, and parental consent to travel alone since I am a minor. What is all this talk about notaries?.
