It should be in business letter format and mailed. Just saying "thank you" doesn't do the job. You should find something specific about the interview and your responses to comment on. In mine, I would often hold a little something back *just* so I'd have something to say in the letter. "Thinking again what you said about the database, I want to mention that I have experience with not just entering information, but creating new queries and editing the forms."

I already sign the contract papers for a 1 year lease with this apt, but the owner simply changed her mind at the last minute not wanting to rent the apt to me for no reasonable reason.
