I know that if SS believe that the child is under any danger then they can set up meetings before they have a core assessment. They can apply for any care order or supervision to the court. They only do this if they have reason to believe that the child is in danger. . They can also take babies from people as soon as they are born, I think it is a bad thing to do separating mother and child, because the first few hours of life are so important for bonding and security, however, they do this if the dangers outweighs the benefits of keeping them together..
