About two minutes of education. Being a notary is generally not a job. It is something that one does during the course of another job. Many legal secretaries are notaries, for example, and for a couple minutes each day verifying signatures is part of their job as a legal secretary.

Healthcare power of attorney or "regular" power of attorney??. . If your father is not able or competent to make decisions about his health, you probably need to go to court to get appointed his conservator. Consult an attorney for sure. In my mother's case she was unconscious and as next of kin we made decisions and the hospital took our instructions.. . Regular power of attorney: If your dad is aware enough to sign a valid power of attorney, you go to a lawyer and ask him to draft up the document, which can be pretty simple, and then you get a notary to watch while you explain it to your dad and get him to agree to it and sign it.. . If the notary feels your dad may not be able to consent to the power of attorney they will refuse to notarize it (or should). If there's a serious doubt about it, you should get an opinion from his doctors. If they say he is competent to sign get a letter from them.

By the way, actual health care service itself in the US is probably considerably better than in any other country, which most people don't understand. It's the systems of paying for it and insurance coverage, and the costs when people are exposed to them, that get screwed up.. . Also, there ARE in fact doctors and clinics that refuse to accept insurance, and a lot more that refuse to accept patients covered specifically by the government insurance programs, which are the most abusive in terms of compensating health care providers. But, most are afraid that they won't get paid or won't attract patients if they don't play the insurance game -- after all, someone with health insurance through their work (which is most people), don't want to pay out of pocket to a doctor who won't accept they insurance they already have.. . Also, one thing in defense of the insurance companies -- they're the one entity who is trying to contain costs. Costs are a big problem when the actual consumers (individual people) are generally shielded from the cost of what they're buying. Medical resources are not free and infinite -- they're scarce, have to be allocated and shared, and so have to be paid for.
