"well-designed" random sample is an oxymoron. The more design it has, the less random it is. Pseudo-random and quasi-random are not truly random. The notion of designed randomization is absurd, and is where science goes bad.. . I would say that people who simply cannot be contacted to take part are not a bias at all. They should be removed from the pool entirely, as though they were never selected in the first place. To include them would require some form of "value" to be ascribed to them. Since we have not received a response at all, one way or another, any value would be false and skewing. It is appropriate to take statistics on sample proportions that couldnt be contacted, but to include them in the hypothesis testing is a separate matter entirely unrelated.. . However, people who "refuse" to respond typically have a reason. Such as shame. Or paranoia. Or whatever else have you. This should not occur in the first place if your study is fair. You need anonymous surveys, random response surveys, etc, to protect the anonymity of the survey respondent. If they are afraid to respond it means they are embarrassed or ashamed or worry about disclosure coming back to bite them in the butt later. Your survey technique is fundamentally flawed in the first place. If you are surveying people to see how many have dont something criminal and didnt get caught, obviously most of them will deny it or refuse to participate... so your results will be estimated low.. . That said, even people who do respond could be lying.
