    Rusty grew up in Bryan and graduated from Bryan High in 1991. In 1996, he received a Bachelor of Arts from Texas A&M University in Business Administration, where he was a member of the Fightin' Texas Aggie Band, the Corps of Cadets and Ross Volunteers. He then obtained a Master of Science in Marketing from Texas A&M University in 1998 and a Doctor of Jurisprudence from Baylor University in 2004.
