In Kentucky, An open right to carry firearms is Constituionally guaranteed and the state legislature has passed conceal carry laws. The city can restrict conceal carry in it's buildings under the same legislation but an Opinion from the Attorney General has stated it can't apply to parks. Governments are specifically excluded at at local level from establsihing gun ordinances? Waterfront Park Commission was established to develop the waterfront by legislation at both the state and city level yet they declare they are operating as a private business and say they have a right to ban guns altogther from the Waterfront Park? How can they do this when the Mayor appoints members and it reports to the Mayor? Incidentally, the state opted to allow conceal carry into all state building with very few exceptions..
