Does a durable power of attorney for health care supercede any spousal rights?

Some years ago my grandmother remarried after her husband passed away. They are both now in their 80's. My grandmother is wanting her daughter (my mother) to sign the Power of Attorney for her husband in the case that she were to pass away before him.. My question is, what responsibilities come with being a power attorney to someone that is not your legal parent? And more specifically, what are the financial responsibilities?. We live in North Carolina.. Matt Hoopla- Then that is the question I am asking. They want my mother to be the power of attorney for my grandmother's husband.... It case my grandmother dies, they want my mother to make legal decisions for her late husband ( I'm assuming)..

Hi this is a difficult on,,Please help My dad is not well and is in hospital..so I am having to look after his houses that he rents out, The thing is I have had problems with one tenant since he went to hospital. This is the story.... I got a letter from the council saying the tenant has left the property and that I am n(the landlord) is liable for the council tax on the property, the thing is that I never had a notice from the tenant saying she wanted to end the tenancy, I went round to the house and her boyfriend who is not on the tenancy was still in the house, He offered to pay the rent that was due so I took it and asked him what was going on? then the she pulled up and walked in the house (the tenant) I asked her why she had told the council she had was no longer living there but was then in the property today?she said that they were on off and she was living somewhere else, But every time I have driven passed the property she is there, I have asked the tenant (her boyfriend) to do a new tenancy with his name on it but he told me he does not want the council to know he is there. I have sent a letter to the council saying that she is still there and that I was still receiving rent from the tenant. In the last few days he has not been answering the phone to me and is now 6 days late with the rent, I am at a loss with this as I went to talk to my dad about it but it made him worse and the nurse and doctor said I had to not upset him and give him a brake from stress, My dad just said he wanted them out, but I dont know where I stand getting them out as i have to follow the law..they have been in the property for 20months it is now a periodic tenancy. there was no section 21 issued at the start of the tenancy. (after the tenancy started I mean) so how do I go about it now?? do I issue a section 21 in the period the day before the rents due otherwise its the start of a new period and the section 21 would be void or can I issue it anytime before the day the rent is due?? I am at a loss please help.
