  • Since 1972 when I left the Securities and Exchange Commission, my office has specialized in broker/dealer-customer disputes and regulation of brokers. Approximately 80% of my practice is devoted to these subject areas. I have extensive experience in the analysis of customer account problems, including suitability, churning, unauthorized transactions, as well as less common problems that can arise between a broker and a customer. I have brought a large number of customer claims in court as well as before various arbitration tribunals, principally before the National Association of Securities Dealers. I am well known in my geographical area, both within the securities industry and among members of the securities arbitration bar and securities defense counsel. I am a securities industry arbitrator, and have served on arbitration panels for the American Arbitration Association, the National Association of Securities Dealers, and other arbitration tribunals.

    I assisted in the creation of the Compliance Division of the Office of Foreign Direct Investment, an agency within the Department of Commerce created by Executive Order of the President of the United States. I drafted and reviewed compliance regulations for publication in the Federal Register and later enforcement by the Compliance Division. I conducted compliance audits; worked with financial officers of U.S. multi-national corporations to achieve compliance with program goals, chiefly concerning the restructuring of financing of off-shore operations of U.S. multi-national corporations to favorably effect the United States International Balance of Payments.

    From 1970 to 1972, I was a Trial Attorney for the United State Securities and Exchange Commission, Los Angeles Regional Office.

    I was in charge of investigations and the filing of civil injunctive actions against persons and business entities suspected of violating laws administered by the Securities and Exchange Commission. I conducted compliance audits and investigations of broker-dealerships and public companies. The job involved extensive exposure to the operations of locally based, publicly traced corporations and broker-dealerships in the Los Angeles area.

    Since 1972, I have been in civil practice in Los Angeles, California with areas of emphasis in securities, securities registration, broker-dealer/customer disputes, securities industry disputes and defense of enforcement activities by the Securities and Exchange Commission, The California Commissioner of Corporations, the NASD, and other self-regulatory organizations within the securities industry. At the beginning of basic, we were basically forced to write letters to our family and wives. Everyone had two hours every weekend to write. But you can write in the evenings if you have time.. . I dont know if they still do this, I was in basic 4 years ago, but make sure everyone that would send you a letter knows to not put stickers or write anything on the outside of the envelope. While I was in basic, they made the guys do 10 to 20 push ups for every sticker!
