If you want to stick to the name already recorded in many of the vital official records, where is the problem? You need to file an affidavit and have it published in the Gazette, if you want to be called by a name other than the one that appears in the official/university records.

Do the experts who write the Recommendation letter have to send them directly to the USICS or do they usually sent them to the petitioner and he or she forwards them to the USICS?. Are there any sources that explain this issue better?.

A cover letter for what? The word "cover" implies that you're sending something else, but I can't imagine they're going to want to see a resume.. . Instead, maybe a letter of inquiry? I applied for a short term job which was on a three month period. The employer told me that I could work for him and that I would get a wage. He said he wasn't sure when I would start but it would be in the next few weeks. After exchanging some more emails telling me he just needed to finish a project, he replied back after a month saying that he could no longer give me the job. Has a contract been formed?.
