    It is a person's basic right to change his or her will and testament up to the very end. However, to write a valid will you must be of sound mind. You shouldn't try to prevent her from exercising her rights, and even if you were to hang on to the will in the jewelry box/car, any validly executed will she wrote subsequently would have the effect of rendering it null and void. If your mother is suffering from mental illness such as to make her incapable of making a valid will, then you need to get her certified as such. If she dies leaving a will which was written when she was not in a fit mental state to make a will, you'll have an expensive fight in the courts on your hands. If she dies without leaving a valid will, then all her assets will be split between you and your worthless brother.
